This vintage Care Bears PVC miniature figurine is "Bedtime Bear Ready for a Snooze." It's still sealed in its original packaging and features a sleepy Bedtime Bear rubbing his eye with one hand and dragging a pink blanket with yellow stars in his other hand. His tummy has his symbol on it, a blue crescent moon with a dangling yellow star.
The plastic blister pack has yellowed with age, as shown in the photos, and there's a bent corner, as shown in the last photo.
We also have "Bedtime Bear Ready for a Snooze" figurine outside of the packaging.
